Ah wiz talkin' tae a ex-Navy bloke earlier aboot ra Navy's role in drugs busts oan ra high seas.

Judgin' by his ramblin' reply, he either didnae unnerstaun mah question or - mair likely - unnerstood ra question weel enough but jist didnae want tae admit that he didnae ken ra answer.

So Ah'll ask youze wans.

Here's ra pictur...... There's a wee cargo vessel, registered in Liberia, owned by Russians and crewed entirely by Egyptians. It's known tae be carrying drugs fae - say - Thailand tae Chile.

A Royal Navy frigate finds the vessel in international waters. Can it, or any ither navy, board and search ra vessel? An' if so. by whit authority?

Article 108 seems tae suggest that - in ra example Ah suggestit - Liberia wuild hae tae request the Rile Navy tae stoap an' search ra vessel.  But Ah suppose that, wi' modern communicayshins, it's only tack meenits tae dae it backwards legally.

RN tae Liberia...... dae ye want us tae arrest it.

Liberia tae RN...... Aye, but dinnae dae as Heidy suggests until we've re-read Article 302 subsection 12.
